“Building a secure cyberspace” is isomorphic to “build a world where all homes are { burglar, fire, flood, storm, earthquake }-proof, where people are all polite & law-abiding.” And: just like 1950s fantasy-idealism, it would be dystopic. “Cyber” is speech of the people, not a state-managed fantasy domain.
