is it normal, when washing walls prior to painting, for hand-sized patches of wall to be revealed as having barely been painted by the previous occupant, the act of washing removing all the last traces of emulsion, and a pale filigree of unpainted plaster?

[216.239.33.100] doesn’t tell me what it’s made of, either.
