@alecm Fadeev is lying and in general is considered a moron.
for many years, russian ISPs (on demand from government) were deploying DPI infrastructure, and nowadays majority of VPN providers (at least most known) in russia are successfully blocked. however right now the wrt russian internet the question isn't about VPNs but more about its presence itself: they're shutting it down regularly.
(for the record, Signal's censorship circumvention works perfectly in spite of all that)

the only more or less reliable VPN that currently works in russia AFAIK is Amnezia VPN which is pretty much a user-friendly version of Google's Outline VPN. even then, Amnezia is occasionally under DDoS attacks because of it.
