Ofcom and the UK parliament are obsessed with the idea of websites being “services that are offered” as opposed to “repositories that are accessed” / ignoring the agency and activity and want of the user. If the user treks into another country, another jurisdiction, in order to access a repository, it is not their home country which binds the foreign repository.

Also it appears that Australia is going down the same path:

Australia’s definition of "age-restricted social media platform" provides that an electronic service is not an age – restricted social media platform if "none of the material on the service is accessible to, or delivered to, one or more end – users in Australia".

    Then you can truly say visitors are accessing a repository! ?

    Plus fossil is the only software I know of which lets users connect and post anonymously, like with Tor Browser.
