Ofcom and the UK parliament are obsessed with the idea of websites being “services that are offered” as opposed to “repositories that are accessed” / ignoring the agency and activity and want of the user. If the user treks into another country, another jurisdiction, in order to access a repository, it is not their home country which binds the foreign repository.
Also it appears that Australia is going down the same path:
