You’re almost certainly thinking of Doctor Who: Vengeance on Varos (1985) with Martin Jarvis as the Governor, subject to regular votes on pain of Human Cell Disintegration Bombardment.

The closest I can think of with Blake’s 7 is episodes “Shadow” and “Weapon” where they have single-click solutions to “blow up the President’s garden” or kill Commander Servalan respectively.

Seems like a nifty idea, anyway – could look like an unobtrusive EFF blue ribbon that starts flashing like Adam West’s phone when there’s a call.
