If the railway franchisees did not expect or plan for growth in their enterprises, how on earth did they win their franchises?
Were they expecting to have a handy but aging cash-cow to milk, making no effort to help it grow?
Unfortunately I no longer have the reference, but I remember reading a very interestingly-argued piece about a decade ago, which made the case that railways in the UK aren’t economical for the simple reason that the size and geometry of this landmass of ours, doesn’t fit the profitable bit of the model..
