Why? Purely as an educational exercise? Or did they fear Caribou of Mass destruciton?

Looks like….
A good way to keep people on the government payroll, keep them busy, during the depression. Also, if the depression turned far worse in the US, it’s a possibility they would have enacted on the plan.
