I remember (and have commented upon) apparent attempts by some companies to classify the “moral turpitude” of authors of security-software authors – but “apparent liberalism” is not a category I’ve encountered before.

Further, the anonymous author of the page seems to have confused “Liberal” with liberal, and possibly has no concept of British, either.
