I wonder if the average consumer of the content understood the reason for the difference?
WARNING: This is an unparaphrased version of a secret cypher or confidential code message, and the text must first be paraphrased if it is essential to communicate it to persons outside British or Allied Government Services.
(*NOTE: Messages shown as having been sent in a One-Time Pad “O.T.P.” are excepted from this rule.)
OTP / One-Time Pad systems are operationally robust against known plaintext attacks because they are perfect ciphers; paraphrasing is used on other cypher systems in order to reduce the risk of weakness in combination with knowing what the message is, leading to key breaks and further leakage, as for instance happened to German ciphers with systematic, repetitive weather reports during World War 2.
