For instance: Fox News would be obligated to show an entire Hallmark movie after every 90 minutes of news coverage.

It's SO asinine. The new KOSA is still obsessed with making sure kids don't infinite scroll or autoplay on social media. But infinite scrolling anywhere else or autoplay on netflix or TV is fine because reasons. None of this will pass 1A scrutiny.
