Police could lawfully use bulk surveillance techniques to access messages from encrypted communications platforms such as WhatsApp and Signal following a ruling by the UK’s Investigatory Powers Tribunal (IPT), a court has heard.

except that such features DO NOT EXIST within WhatsApp and Signal, which therefore presumes that the UK Government can/will compel WhatsApp and Signal to implement such things. We should like to see them try.

More likely the targets are individual phones, to be hacked a-la Pegasus.
